California’s SB853 is a progressive step toward overcoming this barrier. SB853 requires California health plans to set up a system to provide services, materials, and information in a language that members speak and understand. With the goal of establishing programs that provide language assistance to all HMO members, DMHC has adopted regulations for health care plans and providers. Under the DMHC’s jurisdiction, the regulations will require each of the 100 full-service and specialty health care plans (e.g. dental, vision) to develop and implement its own Language Assistance Program.
